Clean and scale the fish. Rinse and pat dry. Rub salt and white pepper on fish meat. Place fish in a large fish steamer, and scatter with shiitake mushrooms. Steam for about 15 to 20 minutes on medium heat. Garnish with the ginger, green onions, and cilantro.
Pour the soy sauce over the fish. Heat peanut and sesame oils in a saucepan until they are smoking. Carefully drizzle the hot oil over the steamed fish, and garnish with the fresh cilantro. Serve immediately.
