Heat the oil in a saute' pan. Cook chicken breasts skin-side down for 3 to 4 minutes. Add onion, green onions, garlic, and ginger. Flip chicken over, and cook an additional 3 to 4 minutes. Drain off excess oil. Add orange juice, sugar, raisins, and capers. Reduce heat and simmer approximately 10 minutes. Serve with hot rice.
